In a landmark development, Russia and Ukraine have agreed to a ceasefire deal regarding the Black Sea, following a series of intense discussions with the United States. This breakthrough comes after several rounds of “bilateral technical consultations” in Riyadh, Saudi Arabia, where key issues such as the security of critical infrastructure, safe navigation in the Black Sea, and the release of prisoners were on the table.
Ukrainian Defence Minister Rustem Umerov confirmed the deal in a lengthy statement on Twitter, stressing that the talks were a significant step towards achieving a “just peace.” Umerov also reaffirmed Ukraine’s consistent stance on the issue, emphasising their commitment to transparency and a peaceful resolution.
Key Points of the Deal
- Safe Navigation: The agreement includes ensuring safe navigation in the Black Sea, with all parties agreeing to eliminate the use of force and prevent commercial vessels from being used for military purposes.
- Military Movements: A crucial condition of the ceasefire is that any movement of Russian military vessels outside the eastern part of the Black Sea will be considered a violation of the agreement and a threat to Ukraine’s national security. Ukraine has asserted its right to self-defence in such an event.
- Energy Facilities: The two countries, along with the US, have agreed on measures to ban strikes against energy facilities in both Ukraine and Russia, which is aimed at reducing civilian harm and infrastructure damage.
- Humanitarian Efforts: Another key outcome of the talks is the continued effort towards the exchange of prisoners of war, the release of civilian detainees, and the return of forcibly transferred Ukrainian children. The US reiterated its support in facilitating these efforts.
Umerov highlighted the importance of future technical consultations to ensure the proper implementation and monitoring of the ceasefire and the broader agreements. The parties are committed to working towards a “durable and lasting peace,” with third countries offering their support to help bring these agreements to fruition.

Ukrainian President Volodymyr Zelenskyy expressed hope that the ceasefire would take effect immediately, but warned that any violations by Russia would prompt a swift response from Ukraine, including requests for sanctions and weapons support from the international community.
The Kremlin has also confirmed its agreement to the ceasefire, but with significant caveats, particularly regarding the movement of military vessels.
