MPs have issued a stark warning that all UK citizens are vulnerable to so-called “grey zone” attacks after a Russian mercenary group was linked to a deliberate arson attack on a London warehouse.
A government report highlights growing threats from hostile actions that fall short of open warfare but aim to destabilise and disrupt society. This warning comes in the wake of a recent conviction over the bombing of an industrial unit in East London, which contained supplies intended for Ukraine.
Three men, Nii Mensah and Jakeem Rose, both 23, and Ugnius Asmena, 20, were found guilty of aggravated arson with intent to endanger life. Mensah and Rose set fire to the warehouse in Leyton on orders from the Russian private military group known as the Wagner Group, while Asmena waited nearby in a car.
Two others, Dylan Earl, 20, and Jake Reeves, 23, had earlier pleaded guilty to related charges of aggravated arson.
What Are ‘Grey Zone’ Attacks?
‘Grey zone’ incidents refer to hostile activities that fall below the threshold of formal military conflict. They include sabotage, propaganda, espionage, cyber attacks, economic coercion, and targeted assassinations, all designed to destabilise without provoking outright war.
The Commons Defence Committee has called for increased resources to counter these threats, emphasising that such attacks are designed to target the entire society, not just military or government assets.
MPs Call for a ‘Whole of Society’ Response
Slough MP Tan Dhesi, Chair of the Defence Committee, said:
“Our adversaries have purposefully blurred the line between peace and war. Grey zone threats pose a particularly insidious challenge, they unsettle the fabric of our day-to-day lives and undermine our ability to respond.”
He added that the Ministry of Defence is only one part of the solution, and protecting the UK will require coordinated efforts across government, industry, and the public.
The committee warned that vulnerable industries and technologies will be prime targets and called for stronger digital and cyber defences.
Russia’s Escalating Threat
The report notes that Russia views its conflict with the West as existential and has already used grey zone tactics on UK soil. This includes assassination attempts such as the poisoning of Alexander Litvinenko in 2006, and the 2018 Salisbury nerve agent attack which also led to the death of British citizen Dawn Sturgess.
Moreover, Russia’s disinformation campaigns and sabotage operations continue to pose a serious threat, with MI6 and the CIA describing these activities as a “reckless campaign of sabotage across Europe.”
Preparing for a New Kind of Conflict
Some countries, like Finland, are already taking proactive steps by educating children in schools to identify disinformation, recognising that future conflicts may be fought as much through influence and disruption as through weapons.
The Defence Committee’s report urges the UK to adopt similar measures and to prepare for a future where hostile acts aim to damage, disrupt, disinform, and destabilise, rather than engage in traditional warfare.
